AMPLIFY modelling shows 1 in 5 new Aussie homes could be prefab

THURSDAY 4 December 2025 — Australia could unlock a new wave of housing productivity, with up to one in five new homes built using modern, prefabricated methods, according to new AMPLIFY modelling.  

Independent modelling for AMPLIFY shows embracing modern construction now could transform Australia’s housing future, doubling modern home builds and delivering up to 20,000 additional homes every year within two decades.

These findings build on AMPLIFY’s National AMPLIFICATION on Housing, where 96% of participants backed prefab housing as part of the solution to Australia’s housing crisis. Broader polling by AMPLIFY and YouGov also found 70% of Australians support expanding prefab housing nationwide.

“The promise that every Australian could own a secure home and future has been broken,” said AMPLIFY CEO Georgina Harrisson.

“We’ve been falling behind on housing supply for three decades. Costs have soared, and too many Australians are being locked out.

“The only way to fix this is to build more homes more quickly. Modern construction methods are part of the solution, increasing supply more rapidly.”  

AMPLIFY says with the right policy settings, 1 in 5 new homes could be prefab by 2045 but warns that governments and industry need to act swiftly to realise that potential.

“If governments lead the way, with a clear pipeline, modernised regulation, incentivisation and investment in skills, the prefab industry can scale quickly.” Ms Harrisson said.

“But if we wait, Australia risks missing out on one of the biggest housing productivity gains in decades.”

AMPLIFY is calling on governments to:

  1. Seed the pipeline: Use government procurement to establish a steady flow of modern builds.
  1. Modernise regulations: Cut red tape and create consistent national standards that both give builders and investors confidence and strengthen safety and consumer protection for Australians.
  1. Mobilise skills: Invest in training and upskilling to build a modern construction workforce.
