AMPLIFY Home Truths

Australia's first scorecard measuring both housing delivery and community confidence, AMPLIFY Home Truths turns the spotlight on the community's backing for government and industry action to deliver on housing, holding them accountable for their commitments and building courage for bigger, bolder action on housing.

October 2025 edition

PROMISES VS REALITY

The hard truth is that Australia is not on track to build the homes it needs in the next 5 years, and the community doesn’t have the confidence that we’ll get back on track.

AMPLIFY Home Truths found that the community's concern for housing runs deep. Every jurisdiction scored below 50% in community confidence. More than 1 in 3 Australians are not confident about housing delivery in their jurisdiction. And there's little confidence in the future.

Without the confidence of the community — the belief that progress will be real and lasting — reform will become increasingly hard to achieve.

AMPLIFY's work is proof that Australians are willing to come to the table and find solutions. It’s time for governments and industry to hear the community’s readiness for bigger, bolder action — and to be courageous on housing reform before it’s too late.

How we developed AMPLIFY Home Truths

We surveyed a nationally representative group of more than 4,000 Australians on their trust in government, their perception on housing progress, and their optimism for the future of housing delivery – combined to measure community confidence.

We then gathered the latest ABS housing data to get the most up-to-date measure of housing delivery.

Together, they create the AMPLIFY Home Truths index.

Community confidence, explained by ACT residents

Easy to see new building underway in many parts of the Territory. Mainly medium and high density.

65+ year old male homeowner living in the ACT, 2614

Quality is as important as amount. A cold, moldy, drafty, noisy, house/apartment is not a quality addition to the housing stock.

I trust the Government to envisage and plan for population expansion... That's what we pay them for.

Community confidence, explained by SA residents

I think that the opportunities are there to build housing, but infrastructure like well maintained roads and public transport is being neglected.

45-55 year old male homeowner living in SA, 5355

I think the effort is being put in to generate houses quicker in South Australia, just needs to be focused more on regional areas as well.

18-24 year old female renter living in SA, 5114

We could really do with some tiny house builds. A lot of aged people are living on their own and want to downsize without having the financial capacity to locate to residential retirement villages. I, for one, am currently living in a caravan on a rural property.

Community confidence, explained by VIC residents

There's nothing they [governments] can do. A shortage of materials and rising building costs are slowing the number of houses being built.

25-34 year old male homeowner living in VIC, 3844

[I want to see] government listening to Victorians instead of telling us what we need and what we'll get.

65+ year old female homeowner living in VIC, 3802

New housing should be built around major infrastructure like railway stations rather than building multi story apartments in amongst quiet neighbourhoods.

Community confidence, explained by WA residents

I don't know that it's going to be possible to meet the current and immediate future needs in a four year time frame - there's no magic wand.

55-64 year old male homeowner living in WA, 6566

[We need] more government support - with the current cost of living and housing crisis we need to make sure the government can support all residents in WA.

18-24 year old female renter living in WA, 6009

[The WA government needs to work] with the federal government to stop mass migration which is making the problem worse.

Community confidence, explained by QLD residents

The new builds in my neighbourhood are being built agonisingly slowly as they await the availability of trades to do the work.

Cut red tape, fund more social and affordable housing, and support faster, greener construction methods.

35-34 year old male homeowner living in QLD, 4169

There are not enough tradies in Qld to cope with any more large Govt projects. The Govt still have the Olympics building projects to cope with.

Community confidence, explained by NSW residents

I would love to see smaller homes being built. So many new builds take up most of the block of land.

55-64 year old female homeowner living in NSW, 2298

The progress should be relatively faster. We cannot take forever to meet the growing demand as it will only make matters worse in the next couple of years.

25-34 year old female renter living in NSW, 2150

[I trust] the Government who has admitted its target has not been met because of council and NIMBY groups getting in the way.

Government needs to get [its] priorities right and stop playing politics, put the wider community needs first.

65+ year old male living rent-free in TAS, 7120

So many homeless people, along with young people wanting to purchase new homes, and there are very few.

65+ year old male homeowner living in TAS, 7250

The government needs to work with construction companies and local small businesses that build houses ...to make the paperwork and everything involved getting housing off the ground, more streamlined and more accessible.

Community confidence, explained by NT residents

I live in a suburb that is continuing to grow and expand, houses are being built everyday, it keeps jobs going, people entering into the housing market and creates economic growth for the NT.

25-34 year old female homeowner living in NT, 832

I think we are on track.

65+ year old male homeowner living in NT, 832

Housing management needs to improve so that houses will last longer. Houses on Aboriginal communities should be culturally appropriate, like separate kitchens with fireplace.
