New national housing scorecard reveals housing promise is broken as Aussies have little confidence the housing crisis can be addressed.
THURSDAY 30 OCTOBER 2025 — Australia is off track to deliver the homes it needs, and public confidence in housing delivery is at rock bottom, according to AMPLIFY’s inaugural Home Truths scorecard.
AMPLIFY’s Home Truths reveals how each state and territory is tracking on housing delivery, measuring not just the homes built but also community sentiment towards Australia’s housing crisis.
“The promise of a secure home for every Australian is slipping further out of reach and communities don’t have confidence we’ll get back on track. The promise of an affordable and secure home for Australians has been broken. We’re not building enough homes and people don’t trust governments to turn it around,” said AMPLIFY CEO Georgina Harisson.
“Governments can deliver the conditions needed for more homes but need to work with the community to rebuild that confidence - a belief that progress will be material and lasting. Without community trust and confidence, the bold reform we need will be harder to achieve.”
“Low confidence in housing delivery reflects more than just supply issues - it signals deeper challenges. When people feel disconnected from decision making, optimism erodes. This is the case even in places where housing targets are within reach, like in the ACT.”
AMPLIFY warns without bigger, bolder action on housing, Australia risks not only missing its housing targets but also further eroding public trust. Failure to close the gap between what is promised and what is delivered may deepen the housing crisis and undermine confidence in government.
AMPLIFY Home Truths reveals that:
- No state or territory is on track to meet housing needs over the next five years.
- Australians lack confidence that the housing situation will get back on track, with every state and territory scoring below 50% community confidence.
- ACT has made the strongest progress on housing nationally with a headline score of 61.8%, driven by near-target delivery (96.4%) and the highest confidence level (46.1%).
- South Australia ranks second at 56.4%, combining solid delivery (73.8%) and confidence (44.5%), the Malinauskas Government is the most trusted in the country.
- Victoria shows the sharpest disconnect with a headline score of 52.4%. The state is on track for 90.1% of its housing target (284,000 homes), yet confidence is just 33.4%, with trust in the Victorian Government the lowest nationally.
- Queensland faces a confidence crisis, scoring 48% overall, with delivery at 67.7% and confidence at just 34%. Queenslanders are not confident about meeting housing needs, with concerns about major infrastructure projects leading to a lack of construction skills available for housing.
- NSW and WA highlight different challenges. WA scored 51.8% overall, with strong delivery (86.5%) but weaker confidence (33.1%), showing the need for better engagement. NSW scored 47.4% with lower delivery (56.2%) and confidence (39.8%), though the NSW government remains the second most trusted nationally.
- Tasmania and NT lag furthest behind - Tasmania has a headline score of 39.9%, while NT sits at just 30.9% overall.
“To turn this around, governments need to move beyond partisan housing debates and focus on genuine engagement, building clarity and trust around what’s being done to tackle the housing crisis. That means listening to what people really need, properly engaging with the community and adopting new approaches to accelerate delivery and meet targets,” Ms Harisson said.
“Australians have told us time and time again that housing is their number one issue, and our work is proof that Australians are willing to come to the table and find solutions. It’s time for governments and industry to hear the community’s readiness for bigger, bolder action — and to be courageous in reform before it’s too late.”

AMPLIFY conducted a nationally representative group of more than 4,000 Australians on their trust in government, their perception on housing progress, andtheir optimism for the future of housing delivery. These results were combined tomeasure community confidence. AMPLIFY then gathered the latest ABS housing data to get the most up-to-date measure of housing delivery. Together, the housing delivery and community confidence measures create a single score that ranks each state and territory.
